Hey construction workers, what do you think I should do about the neighbors work that's going on?

Neighbors are doing a room addition plus new garage. Stucco has been left on our property in the backyard daily. Not that bad of a thing because I get they don't have access to our backyard and its not to much of a deal to clean up myself. I finally got mad about it and asked a few of them to go clean it up at the end of the day.

They told me they'll get it tomorrow, ask them again after pointing out a few soda cans that where laying on the lawn from them and they said again tomorrow.

On top of that they left wash out in the curb and gutters halfway through the block and that stuff is caked on there! Even more!, they had a dump truck there for dirt and left dirt all the way down both ends Of the block.

Need some opinions, should I just bitch out the contractor ? Or should I call city and state boards on them? Because it feels like blatant carelessness like they have gotten away with that many times before.

I also live in a Suburb of LA, they take that shit serious over here
