Should Plaster Skim be Dusty?

I got a plaster skim (finishing coat) done about 3 or 4 years ago. I think I waited about a week before painting over it with a sealer. I did not water the sealer down. I then painted over the primer with many layers of paint trying to find one I liked. Its a small room so it wasn't expensive to try.

About a year ago I stripped the paint off and the plaster skim was really dusty. I wiped it all off but every 4 days or so all the dust would come back again and again.
